Novgorod Region, being one of the 12 pilot entities, successfully completed the work on implementation of the Regional Investment Standard.
This is the opinion delivered by the Federal Group for Creation of New Investment Projects Support System. The Group members are representatives of Delovaya Rossiya (Business Russia), Chamber of Commerce and Industry and Russian Union of Industrialists and Entrepreneurs.
It is worth mentioning that Novgorod Region started implementing the Investment Standard in spring of 2021. The main objective is to build up a system for individual support of investors which would operate according to clear and transparent rules.
One of the Standard implementation stages was approval of the investment declaration. As Minister of Investment Policy of the Novgorod Region Denis Nosachev pointed out, in accordance with this document the region in particular undertakes the obligation not to impair the terms and conditions for implementation of investment projects. On the whole the standard consists of five instruments, each of them functions in the Novgorod Region and proves itself to be efficient. For example, Novgorod Region Governor’s Council for Improvement of Investment Climate has become the venue for presentation of investment projects and resolution of issues that the investors may come across. A set of investment rules has been developed, it represents an investor’s action plan for connection to the infrastructure: gas, water supply, other utilities. An investment map of the region has been put together. It contains information on the infrastructure, investment sites, preferential regimes and benefits.
It is worth mentioning that the region’s compliance with requirements of the Standard will be taken into account in establishing of the national investment attractiveness rating assigned by the Agency of Strategic Initiatives.
