Novgorod SEZ First Production Building to Be Launched in 2023

This was announced at a meeting of the Investment Council under the Governor of the Novgorod Region. For the first time, the Supervisory Board of the Novgorod Industrial Special Economic Zone was held within the framework of the Investment Council.

Novgorod Region Governor Andrey Nikitin recalled that construction work had already begun on the first building of the industrial park to accommodate residents.

“We also see great interest from investors who want to build businesses in the SEZ on their own. The residents are expected to start work by the end of 2023. We will evaluate the first two projects that qualify for resident status. These are companies producing prefabricated houses and electrical products,” said Andrey Nikitin.

Alexander Gornov, CEO of PREFABRIKA SEVEROZAPAD OOO, presented the investment project for the construction of a prefab factory. The company plans to build two plants, in the Moscow and Novgorod Regions. The investment in the project will amount to about 3 billion rubles. The company will create 270 jobs. The plant is scheduled to start up in 2025.

“Prefab houses will cover the tasks of low  and medium rise housing projects and high rise construction, as well as individual facilities and infrastructure. At the Novgorod plant, we want to try and reduce the share of imported equipment as much as possible in favour of domestically produced equipment,” said Alexander Gornov.

The Supervisory Board also considered an investment project for the construction of a 0.4–220 kV switchgear and transformer substations plant on the territory of the Novgorod ISEZ. The plant is scheduled to start up in 2024, with an investment of 380 million rubles. More than 70 jobs will be created.

“Our main customers are those implementing major infrastructure projects. We position our products as high tech, customer oriented with high safety requirements. We manufacture products that actually work on their own, transmit data to centralised control or dispatch points, and are not to be repaired for the next 25–30 years. Our goal is import substitution. We are planning to manufacture our products here in the Novgorod Region, and to reach 90% localisation in the next few years,” said Konstantin Biryukov, CEO of Novgorod Electric Systems.

The Supervisory Board also concluded an agreement between the Novgorod regional government and RUSOXO Service LLC. The document was signed by Governor Andrey Nikitin and the company’s CEO Vladimir Slavushchev. As part of the agreement, there are plans to build a production complex for industrial spirits.

Members of the Investment Council also considered the Russkie Yarmarki (Russian Fairs) project. The plan is to create an all season fairgrounds in the Ivushki neighbourhood.

Andrey Nikitin instructed to review the project together with historians, architects, urban planners, as well as to take into account the opinion of Novgorod agricultural producers.

In addition, the Investment Council discussed issues of interregional cooperation and the results of the authorities’ efforts to develop measures to improve the investment climate in the region.
