Step-by-step algorithm for a PSEDA resident

Step 1.

A legal entity files an application for a conclusion of an agreement about operations in a PSEDA to the Ministry of investment policy of Novgorod Region. List of documents.  

Step 2.

The Ministry of investment policy registers the application using the system of e-document flow of the executive bodies of Novgorod Region – 1 workday.

Step 3.

The Ministry of investment policy considers the application documents for compliance with requirements of the Procedure for concluding agreements about operations in the priority social and economic development areas formed in the territories of single industry municipalities (mono-industry towns) of Novgorod Region – 5 workdays.

Step 4.

If the application is non-compliant with the Procedure requirements:

The Ministry of investment policy returns the application with attached documents to the applicant – 1 workday.

The Ministry of investment policy sends the application and documents attached thereto to the local self-government body of the mono-industry town, to the Ministry of finance of Novgorod Region and to the executive bodies of Novgorod Region that exercise executive functions in the relevant sector (public administration sphere), where the investment project is being or is planned to be implemented – 1 workday.

Step 5. 

The Ministry of investment policy considers the application and documents attached thereto and prepares a free-form opinion regarding the possibility/impossibility to conclude an agreement on the operation performance – 10 workdays.

Step 6.

The local self-government body of the mono-industry town, the Ministry of finance of Novgorod Region and the executive bodies of Novgorod Region that exercise executive functions in the relevant sector (public administration sphere), where the investment project is being or is planned to be implemented, consider the application and documents attached thereto and prepares a free-form opinion regarding the possibility/impossibility to conclude an agreement on the operation performance – 10 workdays from the application reception date.

Step 7.

An opinion regarding the possibility/impossibility to conclude an agreement on the operation performance prepared by the local self-government body of the mono-industry town, by Ministry of finance of Novgorod Region and by the executive bodies of Novgorod Region that exercise executive functions in the relevant sector (public administration sphere), where the investment project is being or is planned to be implemented, is sent to the Ministry of investment policy – 1 workday.

Step 8. 

The Ministry of investment policy sends the opinion to the Committee for consideration of applications for conclusion of agreements about operations in the priority social and economic development areas in the single industry municipalities (mono-industry towns) of Novgorod Region – 3 workdays.

The Ministry informs the applicant about sending of the application with documents attached thereto and relevant opinions to the Committee on the document sending date. 

Step 9. 

Application consideration by the Committee – 15 workdays. Upon consideration of the application, the Committee makes one of the following decisions:

·                              To conclude an agreement on operations;

·                              To reject the conclusion of an agreement on operations, stating the rejection cause.

Step 10. 

Signing of an agreement between the Government of Novgorod Region, the local self-government body of the mono-industry town, and the applicant – 1 workday.

The agreement on operations is concluded for a period specified in the application and may provide for a possibility to extend such period.

The Ministry of economic development of the Russian Federation enters a record in the register of residents of the priority social and economic development areas formed in the territories of the single industry municipalities of the Russian Federation(mono-industry towns).
