Today, on September 10, a Novgorod delegation is visiting the Republic of Kazakhstan. The delegation is headed by Andrey Nikitin, Governor of the Novgorod Region. The delegation also includes Evgeny Bogdanov, First Deputy Governor; Oleg Shakhov, Deputy Chairman of the Government; Yuri Bobryshev, Chairman of the Novgorod Regional Duma; Yuri Borovikov, Rector of the Yaroslav-the-Wise Novgorod State University, as well as representatives of the deputy corps and the Novgorod Special Economic Zone.
During the visit, the delegation visited Ulytau Region and met with the akim (head of local administration), Berik Abdygaliuly.
Interaction between our regions is actively developing. In 2022, a memorandum of co-operation was signed between the Government of Novgorod Region and the Administration of Ulytau Region. In 2023, a roadmap for 2023-2025 was signed at the Innoprom Forum. In May this year, a delegation from Ulytau visited the Novgorod Region. The guests visited Novgorod companies, educational institutions and the Special Economic Zone. They also agreed to cooperate with Novgorod State University and regional parliaments.
“My greetings to you in our region of Ulytau – the Great Mountains. Our meeting is a continuation of important international relations. A roadmap has been signed. We have already started the work, the main activities are under control. These are activities in the fields of culture, education, health and sports. In healthcare, it’s about professional development for our doctors and sharing experiences in general. The most pressing issues for us are the quality of healthcare in the region and the shortage of healthcare professionals. We plan to send a group to Novgorod University in the first half of 2025. In general, cooperation in education is already underway, a video bridge will be held for our teachers,” said Berik Abdygaliuly.
Akim added that the creative teams of the Ulytau Region are preparing to participate in the cultural events of the Novgorod Region and invited the Novgorod teams to the Ulytau festivals.
Berik Abdygaliuly noted that they are also counting on the development of cooperation in the business sphere.
“Our businessmen are interested in implementing economic investment projects. We would like once again to encourage our businessmen and your businessmen to engage in future joint projects, not only within the region, but also in other regions. We can help them,” stressed Berik Abdygaliuly.
Andrey Nikitin thanked Akim for the opportunity to visit Ulytau Region and stressed that our regions have points of interaction.
We are very excited about the opportunity to share our experiences, look at the solutions that have been developed here and share what we are doing. This is what we are aiming to achieve with our roadmap. It should help your region develop faster and meet the challenges our leaders have set us through education, culture and social cooperation. It’s good to see that the roadmap is already being implemented. My colleagues are determined to think about expanding and complementing it. We’re going to develop this story. This is a win-win situation for both our regions. Thanks again for the opportunity to have my meeting with you today. I am sure that there are all kinds of opportunities for development and prosperity here,” said Andrey Nikitin.
The region intends to strengthen cooperation with Kazakhstan in the area of lawmaking. Yuri Bobryshev thanked Maslikhat and the leadership of the Ulytau Region for the reception and invited the deputies to visit Novgorod Region again. He noted that this will help to further maintain inter-parliamentary links and interaction between regions.
“Effective cooperation between the legislative and executive branches of government plays a very important role in our work. In our region, such cooperation is very well established. The deputy corps and the region’s government have a mutual understanding that the goals facing the region are our common goals. There are six factions in the Novgorod Regional Duma, but despite the diversity of opinions, together we help the executive to solve the tasks set by the President of Russia,” said Yuri Bobryshev.
Bauyrzhan Shingisov, Chairman of the Maslikhat of the Ulytau Region, thanked for the invitation.
“The corps of deputies is today the bridge between the executive branch and our electorate. We work as a team, all tasks are solved through joint efforts for the benefit of the people in our region. The deputy corps in the Ulytau Region is young, with four parties in the Maslikhat. So your years of experience will help our deputy corps,” he said.
At the meeting, Yuri Borovikov stated that during the visit it was planned, among other things, to visit colleges and discuss issues of interaction with them.
The first thing we will think about is the joint preparation of teams for the High Technology Championship, the finals of which will be held in Veliky Novgorod,” said the rector.
Yuri Borovikov has also expressed readiness to host doctors from the Ulytau Region at the Novgorod State University to exchange experience.
After the meeting, the Novgorod delegation visited the Zhezkazgan Copper Smelter, which is part of the Kazakhmys Corporation. This is the largest copper production in Kazakhstan and one of the top ten in the world. The guests from Novgorod then visited the Yutaria clothing factory, which produces overalls for industrial, military and medical personnel, as well as textiles and knitwear. The delegation also had a look at the work of the Kaztehfilter company. This company manufactures air, oil and fuel filters and filter elements for internal combustion engines.
Today, my colleagues and I are studying the industrial and cultural features of the Ulytau Region. We have very vivid impressions. These are serious companies, people are developing, thinking about the prospects. We have things to see, experiences to share, things to learn. Our delegation is large. It includes colleagues from the industrial and agriculture sectors. It would be interesting to work with a clothing factory – they use interesting technology. That’s definitely where we’ll be looking for common ground. And of course we’ll talk to our business people about what they’re interested in. It is also important for us to have sustainable cultural and educational links, for children to exchange experiences, for school and college students to come. That’s what the economic interaction will be based on. So far, my assessment of everything is very optimistic,” stressed Andrey Nikitin.
