On June 5, within the framework of the St. Petersburg International Economic Forum, a business session “Russian Economy: Structural Changes for Return to the Growth Path” was held. At it, the results of the National Investment Rating of the Agency for Strategic Initiatives were summed up.
The Novgorod Region has risen three lines and took the sixth place by the results of 2025.
"The national investment rating is based on 88 indicators, covering more than half a million entrepreneurs in all Russian regions. For the first time since 2022, the growth rate of the index has slowed down.
49 regions have improved their integral ratings this year compared to the previous period," said Svetlana Chupsheva, Head of the Agency for Strategic Initiatives. Alexander Dronov, Governor of the Novgorod Region, was the speaker at the business session. He noted that our region has been among the top ten most investment-attractive regions for the past few years.
"We understand that we can't stand still, and we're always looking for new opportunities to move forward. We're able to improve our ranking through several tools. We believe that our strength lies in the openness of the regional government for dialogue. In March of this year, we held a productive strategic session under the guidance of our colleagues from the Agency for Strategic Initiatives. We developed solutions to achieve the national ranking's objectives. I would like to express my gratitude to Svetlana Vitalievna for this," emphasized Alexander Dronov.
He said that the region is actively cooperating with Rosatom State Corporation in order to optimize the processes of providing services. For example, in terms of issuing building permits and obtaining land plots for lease, redundant procedures have been eliminated and the time required to provide public and municipal services has been reduced. All of these services have been digitized.
The work of the Novgorod Region Development Agency is being actively optimized. First of all, the process of supporting investors on a one-stop basis has been streamlined. The time from the investor's entry into the region to the start of construction and installation work has been reduced by 30%. Obtaining the status of an SEZ resident has been accelerated by 40%.
"The Novgorod Region is a region with a rich history, and this cannot but affect our work with investors. Three cultural heritage sites have already been brought into economic circulation last year. This year, we plan to attract investors to at least 27 more facilities. One of the interesting innovations is the introduction of a dedicated advisor. This is an expert responsible for interacting with resource-supplying organizations, whose authority includes resolving disputes between them and businesses," the Governor added.
He also spoke about the completion of the next stage in creating high-quality premises for manufacturing businesses. To this end, the infrastructure of the Novgorodskaya SEZ has been completed, and the first stage of the Transvit Technopark has been put into operation, thanks to a grant from the Ministry of Economic Development.
"We have also focused on supporting sales through platform solutions. This is important for manufacturers from a small region. We are the first participants in the Growth Platform from the Russian Venture Bank. The result of the first stage is a 170% increase in sales. We are actively involving our manufacturers in the regional Ozon storefront. We have introduced targeted support for small business projects. For example, the projects of our guys who are returning from the SVO zone. All this work is reflected in the emergence of large, high-quality projects in the region,” said Alexander Dronov.
It should be noted that this year, the regions were evaluated based on 127 indicators. The study covers key stages of the business investment path, from obtaining land plots and connecting to engineering infrastructure to measures to support entrepreneurs, staffing, export activities, and competition development.
The rating is based on a large-scale business survey, expert assessments, and statistical data. Over the years, it has become a proven and versatile tool for a comprehensive analysis of factors affecting the business environment in the regions.
