The Novgorodskaya SEZ has been recognized as one of the most effective special economic zones in the country

The Russian Ministry of Economic Development has published a report on the results of the operation of special economic zones for 2025 and for the period since their establishment. Thirty three SEZs from 29 regions have been recognized as effective, including the Novgorodskaya SEZ.

- Our special economic zone is one of the youngest in Russia. It turned five years old on July 8. At the same time, as of today, the Novgorodskaya SEZ already has 15 residents, 8 of whom have launched production facilities. Four more investors are building factories. All 15 residents have invested 4.5 billion rubles and created more than 600 jobs. The SEZ is a large scale and long term investment tool, but we are already seeing a significant economic effect thanks to the active work of the residents and the management company, says Evgenii Bogdanov, First Deputy Governor of the Novgorod Region.

The press service of the Russian Ministry of Economic Development noted that the effectiveness of special economic zones is assessed annually and includes a set of indicators that allow evaluating not only the volume of attracted investments but also the overall economic effect: the activities of residents, job creation, revenue volume, tax and customs payments, the efficiency of budget funds use, infrastructure development, and the quality of management.

- The mechanism of special economic zones continues to demonstrate its effectiveness as one of the key tools of state policy for regional development and attracting investment. Every ruble of public investment in the infrastructure of the SEZ attracted almost 7 rubles of private investment. And in 2025, this ratio was 1 to 8.6. The positive trend is due to the achievement of key performance indicators of the SEZ. At the same time, the development of infrastructure continued, and its utilization rate increased, which had a positive impact on the final comprehensive assessment of efficiency, — commented Svyatoslav Sorokin, Deputy Minister of Economic Development of the Russian Federation, who oversees regional development issues.

The main types of special economic zones demonstrate the highest efficiency indicators: technology and innovation zones — 100%, industrial and production zones — 97%. The Novgorodskaya special economic zone is of the industrial and production type. 31 industrial infrastructure facilities have been created on its territory. The Novgorodskaya special economic zone provides tax incentives to residents. In addition, a free customs zone regime operates on the territory of the SEZ. The operation of the SEZ aligns with the goals of the Presidential national project “Effective and Competitive Economy”. The SEZ management company, as part of the “Youth and Children” National project, is building a modern university campus in Veliky Novgorod.
